Respectfully requesting Governor Palik to establish a State Special Task Force, to be inclusive of the private sector, non-government organizations, civil society groups, and governmental stakeholders, to join together in developing a unified response to combat the rapid invasion of the coconut rhinoceros beetle and ultimately eradicate this destructive invader from the natural environments of our islands.

Endorsing the 2024 Overseas Development Assistance (ODA) Priority Projects for the State of Kosrae.

Respectfully urging the Honorable Members of the 23rd FSM Congress to kindly take appropriate favorable actions on significant measures brought forward to their attention, most notably the constitutional amendment on revenue sharing of fishing fees for the FSM States.

Expressing sincere congratulations and commendation to Detective Thomas R. Charley for his remarkable achievements during his career as an Officer of the law.

Amending Rule 5.1.2 of the Kosrae State Legislature’s Rules of Procedure, to allow a Senator to be deemed present when participating through any virtual platform to be able to engage in the conduct of any legislative session and to further clarify that Senators participating remotely must engage via video conference while having their cameras on throughout the legislative session in order to be considered present for quorum count, voting and attendance purposes.

Amending Rule 5.4 of the Administrative Rules of the Kosrae State Legislature, to allow the Speaker and a Select Committee on Administrative Affairs to carry out and finalize the proper procedure when contracting for a staff member of the Kosrae State Legislature.

Expressing the Kosrae State Legislature’s utmost appreciation to Mr. Esau S. Esau of Malem Municipality for his many years of dedicated services and commitment to the people and the State Government of Kosrae and to further wish him continued success in the years ahead.

Adopting the Interim Rules of Procedure as the Official Rules of Procedure for the Kosrae State Legislature.

Expressing approval and endorsing of the 2023 Agreement between the Government of the United States of America and the Government of the Federated States of Micronesia, to Amend the Compact of Free Association, as amended, and its subsidiary agreements, namely the 2023 Fiscal Procedures Agreement and the 2023 Compact Trust Fund Agreement.

Endorsing the FSM Nation’s diplomatic relations with the People’s Republic of China, and further, in support of the One China Policy as the official policy of the FSM, on behalf of the State of Kosrae

Expressing congratulations and commendation to the newly elected President, His Excellency Wesley W. Simina and Vice President, The Honorable Aren B. Palik, of the FSM National Government.

Expressing congratulations and commendation to the newly-seated Presiding Officers of the Twenty-Third Congress of the Federated States of Micronesia.

Urging Governor Palik to formally request the President of the FSM, His Excellency Wesley Simina, to respectfully consider postponing the 2nd FSM Cultural Expo scheduled to be held in July of this year, in the State of Kosrae.

Requesting the Office of the State Public Auditor to conduct a special audit on the expenditures of public funds, namely the Utwe Multi-Purpose Gymnasium, administered by the State Department of Finance & Administration and report to the Kosrae State Legislature.

Expressing, on behalf of the people and leadership of Kosrae, the sincerest gratitude and genuine appreciation to the late Reverend Elden Buck for his firm devotion, spiritual guidance and infinite love for the people of Kosrae.

Expressing the Kosrae State Legislature’s sincerest condolences, acknowledgements, and respects in relation to the passing of the late former Senator Josaiah F. Waguk and its genuine appreciation for his many years of dedicated services to the people of the STate of Kosrae and the Federated States of Micronesia.
