To amend the Kosrae State Code by amending Section 14.102 of Title 14, to transfer from the Governor to the General Manager of Kosrae Port Authority to whom a shipmaster’s vessel submits a sworn manifest, and to further repeal Section 14.104 in part, to the extent that the fees collected thereof are enforced and collected pursuant to the Kosrae Seaport Regulations; and for other purposes.
