Setting the ceiling of the total funds estimated to be available for appropriation from the General Fund of the State of Kosrae for the fiscal year ending September 30, 2024.

Expressing the Thirteenth Kosrae State Legislature’s highest disappointment and further admonishing the actions of the 23rd Congress of the Federated States of Micronesia in the initial passage of and eventual overriding of the Presidential veto, resulting in Public Law No. 23-30, and finally requesting the 23rd Congress to reconsider revising the formula to the originally-proposed Arngel Formula, as agreed upon by the national and state leaderships during the Chief Executive Council meeting in Colonia, Yap.

Endorsing the 2024-2029 Strategic Action Plan for the Office of the Public Auditor for the State of Kosrae.

Expressing the Thirteenth Kosrae State Legislature’s full support of the people’s vote that have elected Senator-Elect Yoslyn G. Sigrah as their representative to the 23rd FSM Congress and further requesting the FSM Congress to respect the votes of the people of the State of Kosrae, thus accepting Senator-Elect Yoslyn G. Sigrah to be a member of the 23rd FSM Congress.

Expressing the Thirteenth Kosrae State Legislature’s profound gratitude and sincere appreciations to certain individuals/entities for their generous contribution and support to the successful completion of the Kosrae tennis court rehabilitation project.

Expressing the Thirteenth Kosrae State Legislature’s sincere congratulations and profound appreciation to Mr. Jesse A. Robert for his relentless commitment and dedicated services leading up to his most recent exemplary achievement as the first native Kosraean ever to make it to the Police Force at Hawaii Police Department in Hilo, Hawaii.

Urging the Members of the Twenty Second FSM Congress to kindly consider and support in favor of the FSM Constitutional Amendments, most particularly on the revenue sharing on fishing fees proposal, up for the July 2023 Referendum.

To further amend L.R. No. 12-293, by increasing the total funds estimated to be available from the Local Revenue Fund of the Kosrae State Treasury for the fiscal year ending September 30, 2023.

Consenting to and confirming the nomination of Mr. Lipar L. George to serve as the Director of the Department of Finance & Administration.

To appropriate the sum of $3,000.00 from the Revenue Fund of the Kosrae State Treasury for the fiscal year ending September 30, 2026 for the purpose of funding the 2026 Lelu Municipality’s Annual Commemoration of January 18th; and for other purposes.

To appropriate the sum of $62,000.00 from the Local Revenue Fund of the Kosrae State Treasury for the fiscal year ending September 30, 2025 for the purpose of subsidizing the operations of the Kosrae Port Authority; and for other purposes.

To further amend State Law No. 13-98, as amended by State Law Nos. 13-103, 13-112, 13-119 and 13-120 by amending Section 10(2) at subsection (e ) to modify the Kosrae Island Resource Management Authority’s FY2025 approved budget for Fixed Assets; and for other purposes.

To appropriate the sum of $22,700.00 from the Local Revenue Fund of the Kosrae State Treasury for the fiscal year ending September 30, 2025 for the purpose of providing financial assistance to the Kosrae Delegation to the 4th FSM Yap Exposition slated for July 2025; and for other purposes.

To appropriate the sum of $6,000.00 from the Local Revenue Fund the of the Kosrae State Treasury for the fiscal year ending September 30, 2025 for the purpose of providing funding support to the upcoming Kosrae Goodwill Games, slated for June, 2025; and for other purposes.

To appropriate the sum of $27,000.00 from the Local Revenue Fund of the Kosrae State Treasury for the fiscal year ending September 30, 2025 for the purpose of purchasing an excavator for the Department of Resources & Economic Affairs (DREA); and for other purposes.

To appropriate the sum of $3,000 from the Local Revenue Fund of the Kosrae State Treasury for the fiscal year ending September 30, 2025 for the purpose of providing financial assistance to the 2025 SBDC Day and Startup Micronesia Events; and for other purposes.

To amend State Law No. 13-98 by amending Section 4 at subsection (a) to modify the Kosrae State Legislature’s FY2025 approved budget for Personnel and by further amending Section 15 to add a new position for an Assistant Legal Counsel for the Kosrae State Legislature; and for other purposes.

To appropriate the sum of $3,000.00 (donation from Da Yang) from the Local Revenue Fund of the Kosrae State Treasury for the purpose of funding the 2024 Micro Games in RMI; and for other purposes.

To appropriate the sum of $6,000.00 from the Local Revenue Fund of the Kosrae State Treasury for the purpose of providing funding assistance for the 2024 Memorial Days for the municipalities of Malem, Utwe and Tafunsak; and for other purposes.

To amend the Kosrae State Code by amending Chapter 2 of Title 5, by inserting a new Section 5.211, to designate and rename the Kosrae State-owned public tennis court as the Sterling N. Skilling Memorial Tennis Court; and for other purposes.

To appropriate the sum of $15,000 from the Local Revenue Fund of the Kosrae State Treasury for the purpose of funding an independent counsel/lawyer to primarily handle specific cases for the State of Kosrae; and for other purposes.

To appropriate the sum of $2,000 from the Local Revenue Fund of the Kosrae State Treasury for the purpose of funding the 2024 Lelu Municipality’s Annual Commemoration of January 18th; and for other purposes.

To amend Title 7 of the Kosrae State Code by amending Section 7.402, to alter the title of KIRMA authority staff from “Program Administrator” to “Executive Director”, to be applied elsewhere applicable in the Code; and for other purposes.

To amend Title 7 of the Kosrae State Code by amending Section 7.113, to increase the meeting compensation fee from $20 to $40 per meeting; and for other purposes.

To appropriate the sum of $18,000.00 from the Revenue Fund of the Kosrae State Treasury for the purpose of funding the 2023 Liberation Celebrations for the four municipal governments in the State of Kosrae; and for other purposes.

To amend the Kosrae State Code by amending Section 10.212 of Title 10, by adding a new subsection (3), to require re-appropriation by the Kosrae State Legislature for all audited unused money in the State General Fund at each fiscal year ending; and for other purposes.

To amend the Kosrae State Code by inserting a new Section 3.1401(5) of Chapter 14 of Title 3 of the Kosrae State Code, to include a passport size color photo of all candidates.
