Expressing the Thirteenth Kosrae State Legislature’s highest disappointment and further admonishing the actions of the 23rd Congress of the Federated States of Micronesia in the initial passage of and eventual overriding of the Presidential veto, resulting in Public Law No. 23-30, and finally requesting the 23rd Congress to reconsider revising the formula to the originally-proposed Arngel Formula, as agreed upon by the national and state leaderships during the Chief Executive Council meeting in Colonia, Yap.
